2. In pursuance of the policy then indicated the Select Committee on the estimates agreed, as stated by

the Colonial Secretary in his speech reporting to the Council the work of the Select Committee (of which a copy 53652/38 was enclosed in my despatch No.844 of 21st November, 1938),

to the inclusion in the estimates as finally passed by Council of provision of $18,000 for the initiation of the Teachers' Training Centre, which it is hoped will start work in September, 1939. This sum is estimated to be sufficient to provide both for the running costs of such a centre, including personal emoluments, for the last four months of the calendar year and for certain initial capital expenditure to be incurred in the alteration of existing
